IRCC Provincial Attestation Letter (PAL)
As of January 22, 2024, Immigration, Refugees and Citizenship Canada (IRCC) requires most students to include a provincial attestation (PAL) from the province or territory where they plan to study when applying for their study permit.
A PAL is a method by which provinces verify accepted international students.
Before you can apply for a study permit, you must have an official letter of acceptance (LOA) from a designated learning institution in Saskatchewan as well as a provincial attestation letter (PAL) from the Government of Saskatchewan.
Do I need a PAL?
Yes, most prospective international students will require a PAL to apply for a study permit. Some exceptions apply – visit the IRCC website to see if your situation meets the criteria for exemption.
How do I receive a PAL?
Once you have been accepted to a DLI, the institution will notify the Ministry of Advanced Education of your Acceptance. The Ministry will then begin working on your Provincial Attestation Letter
Will I be given a PAL at the same time as I receive a Letter of Acceptance?
No, you will receive the two documents at separate times. You will receive the Letter of Acceptance first from your Designated Learning Institution, and the Provincial Attestation Letter will follow from the Ministry of Advanced Education
Who will issue a Provincial Attestation Letter?
The Province’s Ministry of Advanced Education will administer a Provincial Attestation Letter to Students.
How long will it take to receive a PAL?
Generally, you can expect to receive a PAL 5-7 business days after the Designated Learning Institutions submits your information to the Ministry of Advanced Education.
Can I receive multiple PALs?
Yes, students can receive multiple Provincial Attestation Letters. However, only one PAL can be submitted when applying for a study permit in Canada.
How do I download my PAL?
The Government of Saskatchewan will issue a PAL through an automated system called “MyCreds”. Watch for an email from MyCreds ([email protected]) and follow the instructions to download your unique PAL to your device.
